Technical-economic feasibility study based on scenarios for balancing consumption and renewable production in the municipalities of San Romano in Garfagnana, Minucciano and Gallicano. Identification of the most suitable primary cabin for REC implementation. Replication of the analysis to the wide area of all the municipalities of the Union. Creation of a forecast business plan useful for evaluating the impact of the REC constitution on the territory. Analysis of the available legal forms for the establishment of the REC.

Requirements

From 2021 the Union Garfagnana has started a path towards the "Green Community Garfagnana", a project that also through the establishment of Renewable Energy Communities aims at a new way to manage energy at local level. The objective of our support was to configure "pilot projects" as a model to be replicated in the reference territory, through the sharing of an energy action plan, able to create a shared governance around the initiative and activate in the immediate future direct investments by Entities and Institutions for the development of the territory.

Results

The project, starting from the analysis of energy resources and needs of the territory, in particular for the pilot municipalities of San Romano in Garfagnana, Minucciano and Gallicano, has led to the drafting of an integrated action plan for the creation of energy communities. The balancing scenarios were identified on the different primary cabins in which the territory is divided, analyzing the economic and financial sustainability profiles of the initiative. Through a projection of direct investments and benefits on the 14 municipalities of the Union, the Agency has been equipped with a decision support tool and an action plan for the subsequent phases of development of the initiative. The project is continuing towards the actual establishment of the REC.
