Evaluation of the results and impact of some Social Housing initiatives of the Friuli Venezia Giulia Social Housing Fund (HS FVG). Sinloc has evaluated the savings for families and the community determined by lower real estate costs, by the savings resulting from sharing initiatives and by the environmental savings for the building solutions adopted.
Requirements
Finanziaria Internazionale Investments SGR S.p.A., as manager of the FVG Social Housing Fund, asked Sinloc to assess the impacts of ten projects already built and in operation (over 290 housing units for approximately 47,650 m2 of residential buildings) as part of the plan to build 668 social housing units for rent and/or subsidized sale of the Fund (eighteen projects in total) and the ex-ante assessment of a further initiative currently being discussed.
Features
The evaluation methodology adopted by Sinloc is guided by the contents of the major international and national development policies (EU taxonomy for sustainable activities, Sustainable Development Goals (SDG), Sustainability Rating (ESG)). The approach involves the identification of a set of dimensions attributable to the project stakeholders (in the case of Social Housing: families in the grey band, residents of the neighborhood, communities and investors) and the valorization of the social performance of the operation through a set of monetizable, quantitative or qualitative indicators peculiar to the initiative and attributable to the economic, environmental and social sphere.
Results
Sinloc's intervention led to the preparation of two reports: one for the ongoing evaluation of the ten initiatives in operation, with evidence of the economic, social and environmental impacts generated and of the social return on the overall investment, and one for the ex-ante evaluation, with the forecast of the expected impacts of the operation in the process of being agreed upon and evidence of the social return on the expected investment.
The evidence contained in these documents is an extremely valuable element for the evaluation and decision-making processes both internal and external to the Fund (communication of the project, obtaining the favor of the Administrations and the population, etc.).
